voffice_120Village Trustees agreed on a basic layout for a new municipal office building Monday, clearing the way for Architect Vincent Nicotra to begin developing detailed plans for the 2662 square foot building.  Mayor Donald Hartill says he hopes construction will begin next Spring.

"It's most important that the people who work in this building are happy and comfortable, and their needs are met," Trustee Lynn Leopold said.

The building's side will face Triphammer Road with the main entrance entrance from a small parking lot to the south.  As you enter a small vestibule you come into the central section of the building that will be used for Trustee and Planning Board meetings.  To the left is an entrance to the west wing of the building which will house the new clerk's and code offices.  The east wing of the building has offices for the mayor, which Hartill says will be used by all Board of Trustees members.  That wing includes a DPW office and a small spare office, plus a kitchen, restrooms and utility areas.

Hartill says that part of a mound that used to be the location of an old water tank will likely be leveled to provide a wider roadway for Village equipment to get back and forth from Triphammer Road to the Village Department of Public Works garage that was recently expanded behind the current Village office building.

A second entrance leads from a patio to the tiled east wing of the building.  The tiles are planned to allow for dirty shoes and boots as DPW employees access their office and the kitchen in that wing.  Both wings are designed to be handicap accessible.

Hartill says that while the building will be as green as possible, it will not be LEAD certified because of the additional costs involved.  He said construction will be up to the specification without the actual certification.  

Trustees had asked about lowering the clerestory tower, but multiple angles in the roof make that impossible.  Leopold asked about acoustics in the meeting space below the tower.  Hartill said some adjustments may be necessary once the building is completed.

The new office building will provide one place for all village employees.  It will also address problems with the current building that include a gas smell coming from the Bolton Point pumping station that is attached to the current Village office, as well as severe vibrations and noise from the pumps.  The current building will be relegated primarily to storage.  The current meeting room in the building will still be used for some municipal meetings, and may be offered to the public for other meetings.

Hartill say the project will cost Villagers no additional taxes.  The building is expected to cost $440,000 plus an additional $50,000 that NYSEG will charge to move a power line that services the pumping station.  Hartill says that bonding will not be necessary because it is his policy to save money for projects before undertaking them and the Village already has the funds to undertake the project.
